Abstract

This research was a Research and Development (R&D). Focusing on creating and
developing participatory learning mechanisms for community organizations in managing
tobacco consumption at Thumbol Nong-Phai, Thawat Buri District, Roi-Et Province. The
research was divided into 3 phases, the first phase aims to study basic information related to
the management of tobacco consumption problems and the appropriate theoretical
concepts for developing participatory learning mechanisms for community organizations. The
second phase aims to create and develop participatory learning mechanisms, and the third
phase aims to study the effects of creating and developing participatory learning
mechanisms. The period of 1 year. The samples were selected as specific 257 peoples. Data
were collected using 5 interview forms and 1 observation form.
The results found that; community organizations were aware that the buyer of tobacco
products must be at least 18 years old, and 71.21 percent recognize that sellers of tobacco
products must be at least 18 years old, in accordance with the Tobacco Product Control law
of the year 2017. Developing participatory learning consists of 6 parts :1) Mechanical
participation of the Center for Educational Resources Development, Mahasarakham University
2) Participation level of the American Public Health Association 3) Deming cycle 4) Workshop
principles and 5) Community based learning. The principles method of creating and
developing participatory learning mechanisms consists of 6 elements: 1) Selection
community organization in tobacco consumption problems 2) Potential development
community organization in tobacco consumption surveillance 3) Development initiatives 4)
Development planning 5) Development implementation and 6) Development evaluation.
The community organization in tobacco consumption problems the overall level was high
which the average is 1.35.The shops that sell cigarettes share a decrease of cigarettes by
79.41 percent. Advertising for promotion saying "Here sells cigarettes" decreased 41.17
percent. Smokers with smoking volumes exceeding 20 cigarettes per day decreased from
6.28 percent to 1.87 percent. Smokers in public places were reduced from 100 percent to
41.74 percent. The duration of smoking the first cigarette after waking up within 5 minutes decreased from 9.17 percent to 2.21 percent. Consumption expenses over 800 baht per
month decreased from 6.11 percent to 1.70 percent. Buying cigarettes with sellers under of
18 years old decreased from 67.40 percent to 52.98 percent. And with 2 smokers able to
quit for 6 months. Which is the result of creating and developing a participatory learning
mechanism for community organizations to manage effective tobacco consumption
problems, according to the research hypothesis
