Abstract

The action research aimed to study 1) the current situation, 2) the development of model, and 3) Results and discussion. The target groups were 1) the working group responsible for inspections and supervision of the 7th public health region and 2) 150 citizens, from each of the 4 provinces, impacted by the inspections by the 7th public health region. The study was conducted from September 2019 – December 2020. The qualitative data were analyzed using descriptive statistics and the differences between before and after the development were compared using Paired Sample T-Test procedure. The qualitative data were analyzed using the content analysis method.

The findings indicated that: 1) there was no model in place for the process of inspections; a guideline and model were needed for the process to function according to the context. 2) A model was developed according to the context; the model was called Six Auditing Blocks (SAB): 1.Defining a structure and the people responsible for each functional level, 2.Identifying problems, goals, and opportunities of the development, 3.Establishing a framework, 4.Determining short-term goals, 5.Choosing projects/activities to accomplish each objective, and 6.Monitoring and evaluation. 3) The results from implementing the model revealed that from the comparison of the inspection and supervisions abilities, the participation of inspections and supervisions, and the positive impact
of the inspections and supervisions before and after the development, there is a significant difference in statistics (p-value=0.001); after developing and implementing the model.
