Abstract

     This research was action research aimed to studied human resource management potential and Human resource management potential development model for personnel performing work in human resource management District level under the Kalasin Provincial Public Health Office. Sample size were 84 personnel performing work in human resource management District level under the Kalasin Provincial Public Health Office. Data were collected by questionnaire and analyzed by Content Analysis , Frequency
Distribution , Percentage , Mean , Standard Deviation. And Inferential Statistics namely Multi way ANOVA and Dependent t – test.

     The study found that level of understanding and practice of human resource management of personnel before and after work had statistically significant difference at the .05 level. After implementation , level of understanding and practice about human resource management of personnel batter than before taking action.
