A CAUSAL RELATIONSHIP MODEL OF FACTORS AFFECTING EFFECTIVENESS OF BUENGKAN PROVINCIAL COMMUNICABLE DISEASES COMMITTEE IN PUBLIC HEALTH EMERGENCY MANAGMENT CASE OF CORONAVIRUS DISEASE 2019 (COVID-19) OUTBREAK

Abstract

     The purpose of this research is to study and establish causal relationships among factors affecting the effectiveness of communicable diseases committee Buengkan province in public health emergency managing case of corona virus disease 2019 (COVID-19) outbreak. It also checks the consistency between models created with quantitative data and predicts the power of prediction and propose of policy recommendations for the of Implementation development of the Buengkan Provincial Communicable Disease Committee. The research is divided into 4 stages. Step 1: Study the general context to find the success factors in management of Buengkan province communicable diseases committee. Researchers use qualitative research methodology. The data collection and content analysis. Step 2: Creating the hypothesis of causal relationship of factors affecting the effectiveness of management of Buengkan province communicable diseases committee. Step 3: Check the consistency between model of the causal relationship with the quantitative data. Quantitative research methods were used to analyze the relationships between linear structures using computer program. Step 4: The policy recommendation and suggestions from experts and representatives. Samples for data collection were: Communicable diseases committee of province, district, sub-district and Disease Control Workers. The samples were selected from 370 random samples. Data were analyzed by computer program for frequency, percentage, mean, standard deviation, Pearson's Product Moment Correlation Coefficient and Linear Algebra Analysis with computer program.

     Result : Factors that affect the success of management of Buengkan province communicable diseases committee are 5 factors, transformational leadership, competency, integration, participation And effectiveness. The model's consistency found that consistent with the quantitative data and policy recommendations for Buengkan province communicable diseases committee are concepts, principles and methods should be developed to increase management efficiency Including creating awareness, vision building, planning, teamwork, using of management tools, effective communication and good relationship between executives and operators.
