The role of the public health officials of the Rayong Provincial Public Health Office is to support enforcing laws to suppress the nuisances of local administrative organizations

Abstract

     This research was survey research analysis by mixed-methods. The main objective is to study the role of public health officials under the Rayong Provincial Public Health Office in supporting the enforcement of the Public Health Act. to suppress the nuisances of local administrative organizations. Collecting data from 17 organizations under the Rayong Provincial Public Health Office, which are organizations that the Minister of Public Health has announced to appoint as public health officials, consisting of the Provincial Public Health Office, 8 district public health offices and 8 hospitals. The data collection tools were questionnaires, and secondary data were collected on the performance of the provincial public health offices, Qualitative data were analyzed according to the study objectives, additionally, and Fisher’s exact test statistics to analyze the relationship between the role of public health officials in supporting law enforcement and the effectiveness of nuisance suppression.
     The findings revealed that the Rayong Provincial Public Health Office has 52 public health officials. In the situation of receiving nuisance complaints between 2021 and 2023, there were a total of 193 cases. The role of public health officials is to support the enforcement of laws by local government organizations to suppress nuisances, with a role in reporting complaints of nuisances to local officials to take action according to their authority and investigating nuisance complaints, Consultation and recommendations for improvement, and participating in following up on the resolution of nuisance problems. It was found to be effective in suppressing nuisances as high as 92.7 percent. It was found that the role of public health officials in supporting law enforcement of local government organizations is significantly related to the effectiveness of local government organizations in suppressing nuisances. (p-value<0.05). As for the law enforcement by the public health officials according to Section 46, first paragraph, it was found that most of it was carried out by public health officials under the Provincial Public Health Office. While the use of authority to issue orders by public health officials under Section 46, second paragraph, it does not appear that any public health official has used the power even once.
