The Perspective, Systematic Opinion and Risk Management of Sub-district Health Promoting Hospital that Transferred Missions to the Provincial Administrative Organization in Chainat Province

Abstract

     This cross-sectional descriptive study aimed to explore the perspectives, reasons for decision making, systematic opinions, and risk management of Sub-district Health Promoting Hospitals (SHPs) that have transferred their missions to the Chai Nat Provincial Administrative Organization (PAO). The study population consisted of public health officials from 7 SHPs in Chai Nat Province that had transferred their missions to the Chai Nat PAO, totaling 19 people. The research instrument was a semi-structured interview form, which was validated for content validity by experts. Data was collected using group interviews. The collected data was analyzed using descriptive and explanatory methods based on the opinions of the participants and was cross-checked after analysis and writing the report.
     The results showed that the main reasons for the decision to transfer the missions were 4 reasons including; 1) Orders from the executives 2) Being a representative of the district-level agency 3) Seeking opportunities and suitable alternatives and 4) Volunteering. Most of the participants thought that it was a good opportunity for the transferred units in terms of personnel, budget, medical supplies and non-medical supplies, health service provision to the people, and expected outcomes. The risks had been assessed at the acceptable level.
