Development of the health service management process of the Subdistrict Health Promoting Hospital transferred to the Nakhon Pathom Provincial Administrative Organization.

Abstract

     This research was action research aimed at studying the situation, readiness, and development of the health service delivery process of the Subdistrict Health Promoting Hospital transferred to the Nakhon Pathom Provincial Administrative Organization during the transitional period. Sample groups included workers in Subdistrict Health Promoting Hospitals who voluntarily transferred to the Nakhon Pathom Provincial Administrative Organization, totaling 36 locations and 220 people participating in activities to develop the health service delivery process of Subdistrict Health Promoting Hospitals transferred to the Provincial Administrative Organization. Data were collected by questionnaire. Qualitative data were analyzed using content analysis, and the data were analyzed inferentially with statistics such as percentage, mean, standard deviation, dependent t-test, and F-test using the one-way ANOVA technique.
     The results of the study revealed that the development of the health service management process at the Subdistrict Health Promoting Hospital, which underwent transfer to the Nakhon Pathom Provincial Administrative Organization during the transition period, comprised six key processes: 1) preparation 2) transfer of operational concepts 3) coordinating mission delivery 4) transfer operations 5) monitoring and evaluation and 6) exchanging knowledge on developing academic processes, primary care services, finance, and human resource management. Consequently, the readiness level to deliver health services at the Subdistrict Health Promoting Hospital, post-transfer to the Nakhon Pathom Provincial Administrative Organization during the transition period, was assessed as overall being at the highest level. Each aspect was evaluated to be at the highest level. When comparing the readiness of health services at the Subdistrict Health Promoting Hospitals transferred to the Nakhon Pathom Provincial Administrative Organization during the transition period, it was found that there was a statistically significant difference at the.05 level both overall and in each aspect. After the operation, the average score was higher than before the operation. And when comparing different positions, consisting of civil servants, Ministry of Public Health employees, temporary employees, and hired employees, it was found that there was no difference.
