Performance Assessment of Network of Primary Care Units in Sa Kaeo district.

Abstract

     This study was survey research aimed to assess the effectiveness of the Network of Primary Care Unit (NPCU) at the sub-district level in Mueang Sa Kaeo District, Sa Kaeo Province and to study the factors of success as well as the challenges and obstacles in the operation of the NPCU network in the district. The target area for the evaluation includes four primary care unit networks in Mueang Sa Kaeo District, Sa Kaeo Province. The evaluation employs Stufflebeam’s CIPP Model, Data were collected and analyzed by quantitative method with descriptive statistics.

               The results showed that the context of each network integrates processes for local development, such as issuing orders to appoint an operations committee and defining clear roles and responsibilities for the district and network levels of the primary care unit network. There has been quality system development in line with the Primary Health Care Service Standards of 2023, and the NPCU network has been developed through knowledge management processes and learning from routine work to research. The input factors policy, budget, personnel, and resources supporting the NPCU network from the main hospitals and local administrative organizations were found to be at a high level according to the evaluation scores. The process evaluation, based on the UCCARE five-level framework, found that all NPCU networks scored level 4 or higher, showing improvement compared to the previous year. In the product evaluation, the sample group opined that all NPCU networks have developed and met the Primary Health Care Service Standards of 2023, with high evaluation scores.
