Development of an Integrated Road Traffic Accident Prevention and Reduction Model through Area-Based Mechanisms in Sisaket Province.

Abstract

     This study aimed to develop an integrated model for road accident prevention and reduction through a community-based mechanism in Sisaket Province. The research employed an action research approach based on the conceptual framework of Kemmis and McTaggart, consisting of three phases: planning, action and observation, and reflection. The study involved 400 community members in the pilot area, 50 key informants for interviews and focus groups, and the observation of helmet-wearing behavior among 1,000 motorcycle riders. The research was conducted over 11 months, from November 2024 to September 2025. Data analysis using descriptive statistics to analyze general and basic data including frequency, percentage, mean, standard deviation, median and range and using inferential statistics to test research hypotheses using Paired t-test, Chi-square Test.

     The findings revealed that the “Sweet-Mouth Community Checkpoint” model effectively increased the helmet-wearing rate among riders from 45.2% to 78.9% and among passengers from 32.6% to 65.4%. The number of road accidents decreased from 28 to 15 cases per six months, and fatalities dropped from 9 to 3 cases, all with statistical significance (p < 0.001). Positive changes were also found in knowledge, attitudes, and road safety behaviors among community members. The model’s success resulted from the integration of key components: culturally appropriate positive communication, genuine community participation, systematic volunteer capacity building, inter-agency collaboration through the Road Safety Directing Center mechanism, and continuous monitoring and improvement. Sustainability assessment showed that 91% of volunteers remained active with high satisfaction levels.
