This study employed an action research design combined with a single-group pre-test/post-test evaluation. Its objectives were to examine the situation and existing problems, develop a community-participatory care model for patients with out-of-hospital cardiac arrest, and evaluate the developed model across eight villages from October 2025 to August 2026. Qualitative data were collected primarily from 15 community-network stakeholders selected through purposive sampling, while quantitative data were obtained from 40 village health volunteers (VHVs) who attended the capacity-building program. Qualitative data were analyzed using content analysis, and quantitative data using descriptive statistics and a paired t-test.
The developed model comprised seven components and a seven-step operational protocol, covering community preparedness, recognition of cardiac arrest, activation of the 1669 emergency medical services (EMS) hotline, CPR, use of an automated external defibrillator (AED), patient handover, and quality review and improvement. After implementation, the mean knowledge score increased by 7.18 points (95% CI 6.47–7.88, p < .001) and the mean confidence score for providing assistance increased by 1.74 points (95% CI 1.60–1.89, p < .001), with satisfaction toward the model rated at a high level.
