This study aimed to examine baseline knowledge and problems related to technical specification and reference price preparation, develop an action research-based learning process, and demonstrate the evaluation of knowledge, satisfaction, and document completeness. This simulation-based manuscript applied an action research framework to a synthetic dataset representing 50 procurement committee members. The illustrative study period was October 2025 to September 2026. The proposed intervention included baseline assessment, participatory problem identification, two practical workshops involving terms of reference (TOR) drafting and document review, feedback-based revision, and outcome evaluation. Descriptive statistics, paired-samples t-tests, and thematic categorization of simulated problem records were used.
Results: In the synthetic dataset, mean knowledge scores increased from 11.10 (SD = 2.47) to 16.62 (SD = 1.66) out of 20 points, with a mean paired difference of 5.52 points (t(49) = 17.128, p < .001). Eight development priorities informed two workshop activities. Fifteen of 18 simulated revision recommendations (83.33%) were addressed. The proportion of document assessment items meeting predefined criteria increased from 52.00% at baseline to 72.00% after the first workshop and 92.00% after the second workshop. Overall simulated satisfaction was high (mean = 4.43, SD = 0.38).
