Abstract

The operation of reproductive health district (RHD) and youth friendly health services (YFHS) between fiscal year 2014-2016 utilized appreciative inquiry (AI) model (core techniques: indicate, cheer, support, connect and admire) and the IDEAL problem-solving strategy in 134 district of the 7th and the 8th Health Area Regions. The operation was responsible to the 7th Health Promotion Center Regions in Khonkaen province.

The results indicated that, during the fiscal year 2014-2016) the operation of RHD with participation from all sectors achieved the accreditation in all five elements. From the total number of 77 districts in the 7th Health Region, 75 districts were accredited (97.4 percent). Similarly, 75 teenage clinics in the community hospitals also achieved the YFHS standard (97.4 percent). 46 districts from the total number of 57 districts in the 8th Health Region achieved the accreditation (80.7 percent). All teenage clinics in 46 community hospitals also accomplished the standard. The qualitative suggestions in this study were gathered from the group interviews in both district and sub-district levels. The researcher used observation technique and the standard assessment form developed by the Department of Health to assess the RHD and YFHS. The patterns may not different but the researcher found that persuasive technique, concise narration, mainpoint capturing, heart-centered communication and simplicity were key components for the operation. Nevertheless, the application of the RHD and YFHS in other areas may require certain adjustments depending
on community context, social and traditional differences, participation of locals and the teenager attitude towards the problems.
