Development of Road Safety Management Model by Mechanism: District Quality of Life Development Committee, Sawan Daendin District, Sakon Nakhon Province

This action research aimed to develop, pilot, and evaluate a road safety management model focusing on risky behavior modification through the District Quality of Life Development Committee (DQLDC) mechanism in Sawang Daen Din District, Sakon Nakhon Province. The sample consisted of 52 people in the mechanism implementation group and 45 people in the outcome evaluation group. Data were collected using questionnaires on knowledge and driving behavior, D-RTI PLUS assessment forms, in-depth interviews, and focus group discussions. Data were analyzed using descriptive statistics, t-tests, and content analysis.
The research found that the "4S MODEL" was developed, comprising S1-System Approach, S2-Stakeholder Collaboration, S3-Stimulus Control, and S4-Social Learning, driven through the PAOR cycle (Plan-Action-Observation-Reflection). The three-month pilot implementation achieved an 88.9% activity completion rate. After the pilot, participants had significantly higher scores in traffic law knowledge (12.31) compared to before (8.42) and driving behavior scores (29.22) compared to before (21.76) at the .05 statistical significance level. D-RTI PLUS assessment results increased from 51.4% to 83.3%, reaching an excellent level. Accident statistics decreased by 17.0%, injuries decreased by 19.6%, and fatalities decreased by 33.3%. Success factors included leadership and management, community and stakeholder participation, systematic operational processes, and adequate supporting resources.
