The Concept of Blockchain Technology and Its Application for Emergency Medical Fund Payments to Support, Reimburse, or Compensate for Emergency Ground Operation

Abstract

The purpose of emergency medical fund is to support, reimburse or compensate for operation cost in emergency medical services. The ambulatory transportation and in-land medical care are main proportion of the payment by this fund. In addition, the overhaul reform of emergency medical system by blockchain technology will leverage civil service given by state organization. This review article addresses the concept and application of Blockchain Technology in the field of emergency medical system. However, blockchain technology has some pros and cons. It is imperative of that all involved workforce and the agency should be aware of the use of blockchain technology in work planning, dimension data management, risk management, prevention and mitigation in advance, including the structure of control and monitor, technology utilization, policy and procedure establishment, research and blockchain technology development for effective decision-making and further work process development. This article presents the concept of using blockchain technology to reimburse or compensate for emergency ground operation cost instead of using e-budgeting system to resolve late and duplicate payments, to reduce dispute and to prevent corruption led to transparency, reliability, and certainty.
