ภูมิหลัง: การควบคุม COVID-19 ต้องใช้การจัดการสถานการณ์ฉุกเฉินด้านสาธารณสุขที่มีประสิทธิภาพ ซึ่งรับประกันการตอบสนองที่รวดเร็ว การประสานงานทรัพยากร และการดำเนินการที่รอบคอบ ช่วยลดการแพร่กระจายของโรค ปกป้องสุขภาพของประชาชน และเพิ่มความสามารถของระบบการดูแลสุขภาพในการรับมือกับเหตุการณ์ฉุกเฉิน
วัตถุประสงค์: การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาการบริหารจัดการสถานการณ์ฉุกเฉินด้านสาธารณสุขในการรับมือโรคโควิด-19 จังหวัดภูเก็ต ในปี พ.ศ. 2563-2565
ระเบียบวิธีการวิจัย: คัดเลือกกลุ่มตัวอย่างแบบจำเพาะเจาะจงที่มีลักษณะเป็นตัวแทนของผู้ปฏิบัติงานป้องกันควบคุมโรคโควิด-19 ระดับจังหวัด อำเภอ ตำบล จำนวน 48 คน ดำเนินการเก็บรวบรวมข้อมูลด้วยการสัมภาษณ์กลุ่มในระหว่างวันที่ 11-17 มีนาคม 2565 ตรวจสอบคุณภาพข้อมูลด้วยวิธีการตรวจสอบสามเส้า วิเคราะห์เนื้อหาด้วยการจัดหมวดหมู่และสรุปผลด้วยการบรรยายตามประเด็นข้อคำถาม
ผลการศึกษา: จังหวัดภูเก็ตบริหารจัดการสถานการณ์ฉุกเฉินในการรับมือโรคโควิด-19 ระดับจังหวัด ภายใต้กลไกคณะกรรมการโรคติดต่อจังหวัดภูเก็ต สำหรับด้านการแพทย์และสาธารณสุขมีการขับเคลื่อนการบริหารจัดการผ่านกลไกศูนย์ปฏิบัติการภาวะฉุกเฉิน สำนักงานสาธารณสุขจังหวัดภูเก็ต (Emergency Operation Center: EOC) และมีระบบบัญชาการเหตุการณ์ (Incident Command System: ICS) โดยใช้ 7 กลยุทธ์ (7C) ประกอบด้วย 1) การคัดกรองและเฝ้าระวังผู้ป่วยที่ด่าน สถานพยาบาลและชุมชน (Capture) 2) การดูแลรักษาผู้ป่วยและป้องกันการติดเชื้อ (Case management and infection control) 3) การติดตามผู้สัมผัสโรคและควบคุมการระบาดในชุมชน (Contract tracing and containment) 4) การสื่อสารความเสี่ยง (Communication) 5) การใช้มาตรการทางสังคมและกฎหมาย (Community intervention and law enforcement) 6) การประสานงานและจัดการข้อมูล (Coordinating and joint information center) 7) การสร้างภูมิคุ้มกันหมู่ด้วยวัคซีนป้องกันโรคโควิด-19 (COVID-19 vaccine)
สรุปผล: ผลการศึกษานี้เน้นย้ำถึงประสิทธิภาพของระบบการจัดการเหตุฉุกเฉินของภูเก็ตที่ใช้หลักการ 7C และระบบการสั่งการเหตุการณ์ที่มีโครงสร้างชัดเจนในการต่อสู้กับ COVID-19 กลยุทธ์ที่ครอบคลุมทั้งหมดนี้ช่วยเสริมสร้างความสามารถในการรับมือของสาธารณสุขโดยรับรองการตอบสนองด้านการดูแลสุขภาพแบบบูรณาการ มาตรการควบคุม และแคมเปญการสร้างภูมิคุ้มกัน
