Abstract

This qualitative study aims to study the situation, roles and duties, personnel management, and increasing personnel potential in dealing with the spread of COVID-19 disease, both before and after the outbreak of the disease. During the outbreak and after the outbreak of COVID-19 In Phrai Bueng Hospital. This is a retrospective study, data were collected from in-depth interviews with a sample of 10 people between January and June 2023 through the process of extracting lessons from COVID-19 operations. Use the study and development process by applying the Deming cycle, and from the lesson transcript meeting minutes document. Supervision form to follow up on work performance and personnel satisfaction assessment form, data were analyzed using content analysis, according to the qualitative research process.


The results found that before the COVID-19 outbreak, Phrai Bueng Hospital had personnel management according to the community hospital framework of the Ministry of Public Health. The staffing rate is sufficient to carry out the work. Communicable disease prevention and control work is under the responsibility of the Primary and Holistic Services Group. During the COVID-19 outbreak, there is personnel management in place to deal with the COVID-19 outbreak crisis. Even distributing personnel from various departments, such as Physical therapy, Dentistry, and Traditional Thai medicine. Pharmaceutical group, Primary and Holistic service group, and General Administration group to provide services at the frontline screening checkpoint, the fever and ARI Clinic checkpoint, and the medical treatment point in the Cohort Ward and request personnel support from the Phrai Bueng District Public Health Office to help task in 2 field hospitals. A committee has been appointed according to the Public Health Emergency Command System for diseases and health hazards and the Public Health Emergency Operations Center (EOC), Phrai Bueng District, In terms of personnel potential development, the process of training is used to provide knowledge. On-the-job training study tour and following up on work supervision. evaluation of knowledgeable personnel have skills in performing work and are satisfied with the management of personnel. In dealing with the COVID-19 epidemic crisis Personnel management after the COVID-19 outbreak It is an arrangement of personnel according to the original structure. But there are innovations that occur in the agency. The new way of life for personnel includes wearing masks, washing hands, and receiving the COVID-19 vaccine, and have greater awareness of infection surveillance. There is clear change management. Review problems that occur regularly.
